From ancle and stops at upper thigh quite small not raser rash and i gave my legs a scrub and it spread around my leg please help.

if it's like little red dots that itch a bit, but aren't really bad, it's likely to be a heat rash. you get that if you've been in the sun a lot [it's not the same as a burn], and you've had a lot of hot weather. drink water and put soothing cream on it, e. g. the kind you get for 'after-sun' exposure. like aloe vera creams, cooling gels, etc. they should go away naturally within a week. don't scrub it or anything, that will make it worse and more irritated.
